Reset Ipad With Serial Number

I found an iPad Mini and haven't found the owner after a few weeks trying

I've read through a few related threads here, but haven't found any useful advice. My wife found a newish WiFi-only iPad Mini in a crosswalk on the North Side of Chicago a few weeks ago. We've tried numerous methods - police (useless), Apple (can't help because of privacy issues), message boards, posters, etc. All to no avail.

The device was password locked for a while, but now is disabled. Either way, I could not log in to my network. In desperation today, I did a hard reset. I can't do anything with the device as it's showing still registered with a gmail account to iCloud.
